Dear Mr. Hall,

I thank you for your letter of July 23rd. The remarks of the Hong

Kong Government which you quote seem to take us back to the beginning of our

discussion.

As my position in relation to the Government of Hong Kong is that of

a consulting engineer I do not understand the reference to a desire not to engege

consul tants. My view is that, if my position can be recognised, the real matters

for discussion are the amount of work involved in preparing the scheme for

consideration by the Colonial Development organisation and the appropriate terms for

the execution of this work. It would seem that the Crown Agents should enter into

such discussion and I shall be pleased to have an early onportunity of meeting you

and a representative of the Crown Agents in an attempt to make some arrangements

for proceeding with the composting project.
